About the Project
Floods and interconnected multi-hazard risks are becoming increasingly complex, requiring stronger cooperation, faster information exchange and better preparedness at local, regional and cross-border levels.
VOLUNTEER II responds to this need by building on an existing civil protection cross-border network and developing an advanced framework for flood and multi-hazard risk mitigation and management.
The project combines technological, educational, operational and communication activities designed to strengthen preparedness and cooperation among civil protection authorities, volunteer organisations, local and regional authorities, educational communities and other relevant stakeholders.
Its activities include the development and adaptation of digital tools, flood-risk mapping, response planning, training and educational resources, joint exercises, operational support for volunteers, and awareness-raising actions addressed to local communities and target groups.
By connecting scientific knowledge, institutional capacity and practical field experience, VOLUNTEER II contributes to more informed, coordinated and resilient communities.
Area of Implementation
VOLUNTEER II is implemented in the eligible Greece–North Macedonia cross-border area, where communities, public authorities, civil protection organisations and volunteer groups face shared challenges related to floods and interconnected natural hazards.
Flood and multi-hazard risks often extend beyond administrative borders. Effective prevention, preparedness and response therefore require coordinated planning, timely information exchange and cooperation among stakeholders on both sides of the border.
Through its cross-border approach, VOLUNTEER II supports a shared understanding of risks, strengthens links among civil protection actors and promotes the exchange of knowledge, tools and operational experience across the programme area.
