VOLUNTEER II is implemented by a cross-border partnership that brings together volunteer civil protection experience, academic and research expertise, and operational knowledge in protection, rescue and disaster risk management.

The Network for the Operational Support and Education of the Volunteers Associations in the Field of Civil Protection Against Natural Disasters contributes practical experience in volunteer participation, training, awareness-raising and stakeholder engagement.

The Research Account for the University of Macedonia contributes research-based knowledge, academic capacity, project coordination and communication expertise.

The Protection and Rescue Directorate contributes institutional and operational experience in civil protection, rescue, emergency preparedness and cross-border risk management.

The complementary roles of the three partners allow VOLUNTEER II to connect scientific knowledge with operational practice and community participation. This collaborative model supports the development of tools, training activities, communication actions and shared approaches that can strengthen preparedness and cooperation across the eligible cross-border area.

Through their joint work, the partners aim to support more informed, connected and resilient communities and to reinforce the role of coordinated civil protection action across borders.
