Floods and interconnected multi-hazard risks are becoming increasingly complex, affecting communities, infrastructure, natural environments and civil protection mechanisms. Their impact often extends beyond administrative borders, making cooperation, preparedness and timely information essential.

VOLUNTEER II responds to this challenge by building on an existing civil protection cross-border network and developing an advanced framework for flood and multi-hazard risk mitigation and management in the Greece-North Macedonia cross-border area.

The project combines technological, educational, operational and communication activities. These include the development and adaptation of digital tools, flood-risk mapping, response planning, training and educational resources, joint demonstrations, operational support for volunteers and awareness-raising actions addressed to local communities and relevant target groups.

By connecting scientific knowledge, institutional capacity and practical field experience, VOLUNTEER II aims to improve coordination, strengthen the preparedness of civil protection actors and promote a shared culture of prevention and resilience.

At the centre of the project is a simple principle: effective risk management starts before an emergency occurs. Informed communities, trained stakeholders, active volunteers and cross-border cooperation are essential components of stronger and more resilient territories.
